You never quite know where a Phantom story might take you, but this one explores the world of the outcasts. Humanity’s flotsam and jetsam, who’ve carved out a new world for themselves on a garbage dump, only accessible by boat. The Phantom finds himself in a society on the outer fringe of civilization, governed by laws of their own making. What he’s doing here, and how and if he will find his way home is central to this adventure. All is not what it seems on the garbage island, as the Phantom races against the clock to solve a mystery.
